Sinking PLC Output Voltage

You have a 24 VDC sinking PLC output module.

The output status LED is ON. When you measure the output voltage, you read approximately 0 V.

Is this normal?

A. No, an ON output should always measure 24 V
B. Yes, a sinking output pulls the output toward 0 V when ON
C. The PLC output is shorted
D. The load must be open
